Thermal, California--hundreds of Dogs have been abandoned as their owners are forced to move to a new community where there are restrictions on how many dogs they can have and what they can weigh (also the residents must show proof of vaccinations). The residents can only have 2 dogs per family and none can weigh over 25 pounds.
